windsor. pockets of the light to moderate and in some cases heavy to moderate rainfall. across the bay to the east bay to alamo, concord, livermore. for the last 24 hours we got over half an inch at mount saint helene. 4/10 at santa rosa. wide ranging rainfall totals so far. quite a bit in some spots and not so much in others but the rain does continue to fall and i will have the accuweather forecast coming up shortly. dan? >> thanks very much. rain indirectly played a part in the house fire in oakland tonight. the victorrian home was abandoned and the owner says squatters often take over to get out of the rain. two people are questioned in connection with the fire. they were found on a neighboring roof and had to be rece cued. the three story house fire on the 600 block of harrison street in the chinatown area tonight. it will be announced tomorrow.

the department of defense is going to allow women to handle combat duties for the u.s. military. that decision will allow women into hundreds of thousands of frontline positions and potentially elite commando units as well. david curly has the story. >> reporter: a stunning turnaround. a unanimous vote by the top generals which the defense will accept to remask the ban of women serving combat roles. >> it will be the first fully integrated military in america's history. without discernible frontlines women did serve in combat roles in iraq and afghanistan. donning flak jackets, and ended up in the middle of fire fights. >> taken fire everywhere. i remember hearing the pings of the bullets going by me. i shot one guy and saw him fall. >> leighanne hester was the

first woman since world war ii to receive the silver star. tammy duckworth lost both of her legs in combat and is now a member of congress. >> america's daughters are just as capable of defending freedom as her sons are. >> while three quarters of americans support women in combat not all men serving agree. a young man said that women in direct combat will create "sexual tension" which can create. it will give some units the ability to ask to exclude women but the head of special forces told martha raddatz it is time. >> as soon as policy permits we will be ready to go down that road. >> reporter: two months ago four women sued the pentagon to get on the battlefield and now they may get their chance. >> we want to see it executed responsibly but in a reasonable time frame. we hope it doesn't get dragged

extremists i.e. they are working together at times. ambassador chris stevens of piedmont was killed in the attack along with three other americans. today stevens stepfather said that secretary clinton reached out to his family about the deadly september raid and has written them several times to express her regrets but the family is not discussing whether security was adequate leading up to the assault. let's move on to apple where the polish may have finally worn off tonight. the company today turned in an earnings report that for the first time in years did not show a double digit increase. apple made plenty of money last quarter, more than $50 billion but sales of its innovative products like the iphone and ipad are now beginning to fall flat and wall street showed what goes up must come down. stock that once trait traded at more than $700 a share fell by more than $50 in after hours trading now well below $500.

more tonight from business and technology reporter david louie. apple had consistently good quarters beating wall street estimates with few ex-isceptions. there is a nagging concern as rapid growth is slowing mostly because competitors are catching up and coming up with innovations of their own. michael copeland of wired says consumers have choices now. >> they like all of the smart phones out there from samsung, from lg for that matter. the nexus 4. the marketplace has caught up to apple. >> apple sold an iphone or ipad every 10 seconds during the highway days. but its $13.1 billion profit was exactly the same as what it made during the same quarter a year earlier. apple may also be losing its grip on its most loyal customers if barton is any

a chief of police in which crime did not go down in the city in which i was working at. all of of the cities after i left continued to go down. >> reporter: the basic crime fighting philosophy is this, control the bemaveor of criminals, flood the hot spots with officers, the places where most of the violent crimes take place. as police commissioner in new york city the hot spots were the drug marketplaces where most of the shootings occurred. he reassigned hundreds of patrol officers to the nascar are cottics unit, drug related homicides dropped more than 90%. >> reduce it by effectively controlling illegal behavior to such an extent you can change the behavior that you effectively reduce the amount of crime and you reduce the number of people who are committing crime. >> reporter: he is exactly what we do not need in in the city of oakland. >> one of the crime fighting tools is the controversial stop

and frisk a tactic that fueled anger among many oakland residents afraid it will result in racial profiling. in new york, there was 700,000 stop and frisk incidents a year. bratton says it is an effective tool and blames the controversy on police departments that have been using the practice inappropriately. >> the constitutional tools you were given to work with you always have to use them legally, constitutionally. you have to use them compassionately, you are dealing with human beings. >> a center will be the computer crime tracking system he helped develop. it enables them to track in real time the frequency of crimes and how effectively the stations are handling them and allow os the command staff to quickly mobilize forces to a hot spot and snuff it out before it escalates. >> focusing and accountability

on a captain in charge of each area. i think that is an essential part of effective policing. >> i met bratton when was chief of the lapd three years ago when i went down there to do a story on comstat. oakland adopted the system awhile back but bratton wants the department to do more with it like new york and l.a. has. he hopes to start as soon as his contract is finalized. vic lee, abc 7 news. you heard vic talk about the support of stop and frisk. the practice was recently declared unconstitutional in new york and today officials there talked about their plans to get around it. a scanner that tests for radiation and reveals a handgun. it operates on the technology as body scanners used in airports. the device will highlight an object. constitutional rights advocates say they are concerned it will be used in discriminatory way wait and seea wait and and

day of wrestling. drowsy driving something we are increasingly aware of as dangerous. a little oh over a month since the shootings in connecticut, one east bay school district is making a wholesale change in the type of locks currently used to keep its classrooms secure. laura anthony has the story. >> reporter: by the end of next month, classroom doors in the lafayette unified school district will start sporting these. handles that lock from the inside with a simple push of the button. >> we want to do what we can to keep the kids safe and to signal to the community and to our teachers and to the support staff that we he need to do our part. >> reporter: the move comes in the wake of last month's deadly rampage at sandy hook elementary school where a young man in body armor shot his way into the school and went from classroom to classroom, killing 26 first graders, teachers and

on one of the coldest days of

the year a cell phone technician in maryland found himself in so much trouble he had to call 911. he was 180 feet up and with a windchill of 10 degrees his hands went numb and his legs began to cramp. he cowedden move. a coworker climbed up and attached the safety ropes and brought him back down. he will be okay. in chicago, ice encased the side of this gutted warehouse in chicago. the ice formed after firefighters doused a burning welding with hundreds of thousands of gallons of water. and now to a fire in norway. a truck driver carrying 27-tons of carmellized goat cheese of all things abandoned his burning vehicle about a thousand feet from a tunnel there. the cheese contained so much fat and sugar it burned almost as if it were gasoline. the fire lasted five days spewing toxic gases into the tunnel which is likely to be closed for several weeks. wow. a great shot behind me, spence. a great shot. >> it is a cool shot.
